New Hampshire state Rep. John Kerns is charged with four counts of passing bad checks. The Legislature is also investigating him on ethics violations for passing a bad check, using his office to park in a space reserved for school officials, and threatening them when he was told to stop parking there. The Legislature is considering removing Kerns, but he has threatened to sue if it tries. He says a medical condition caused his actions.

Sounds like our  US Rep Bill Janklow.

"It was because I had diabeties and hadn't eaten yet (Something of his own fault) that I was speeding and going 70 in a 45 mile and hour zone, ran a stop light, and crashed into a motercylist and killed him."

He was convicted of vehicular manslaughter and now he's trying to appeal his prison sentence.
