I believe that they distinguish based on the proportion of purchasers residence based on the billing address of the credit/debit cards used in credit/debit purchases.

Then I suspect the data is quite skewed.  A lot of folks buy their booze with cash.  And folks sneaking across the border for the lower prices may not want to leave a paper trail of any kind.  With things going on like Bloomberg of NYC sending tax bills to residents of "his" city caught on record as having bought cigarettes that didn't have his $1.70 or so local tax surcharge per pack, I would consider this the prudent thing.
