It's a liberal group that has been having much success for several years at asserting the right of local self-government and is planning ahead to change state laws and constitutions too, including that of New Hampshire, where they have a strong presence. They've worked in Barnstead, Barrington, and possibly other places. I believe their successes can be used as templates for Free Staters to advance NH Free Towns as well as lay the foundation for changing the state constitution. A video by one of the founders of CELDF, I think, states that the city of Pittsburgh, PA has adopted similar local community rights legislation which even threatens the state with something like local secession if the state opposes or tries to pre-empt its protection of local self-rule.
