It has to be reconciled with the NH House version, most likely not a problem. Then it will show up on the 2012 ballot. It needs to pass by 2/3  majority to become a NH Constitutional Amendment.

I think there's a very good chance that any future income tax will be unconstitutional in New Hampshire.
