I went poking around the site referenced and saw that the U.S.Census bureau was credited with the data, but I couldn't find their definition of "poverty".  Was it determined by a "National Average Income"?  Weighted for the local cost of living?

You do realize that a community in which everyone acquired everything they needed through direct trade, with no monitary exchange, would be considered in poverty...

Besides, the government will always indicate that the lowest XX% of people live in "poverty" because it justifies taxation to support "poverty relief programs" and because a greater rate of monitary exchange results in greater tax revenue.
