Well would agree that people are not ducks, but any map I look at people live were the water is!  No water no people! :)

It seems pretty clear, based on what's been posted, that water isn't a serious stumbling block for the FSP in any state. Quite the opposite - if we choose a small water-exporting state, we might well be able to use interstate water sales as leverage against the feds or against other states (recognize our no-SSN driver's licenses and CCW permits or you don't get any water).
