Liberty Television would be a loosly affiliated network of low power television stations, web streamers and independent producers and videographers. This affiliation could air news show, documentaries and advocacy pieces about the Free State Project in particular and libertarianism in general. Other programming content might include movies, local sports & news, adult programming or?

I worked at a local cable-access TV studio once.  Our "base" programming was city council meetings, school sports, little league games, etc.  We also had a couple local doctors doing a health-oriented show, local musicians showing their talent, and a local puppetter doing a children's show.  We also worked with the local PD and DA to show pictures of convicted criminals - especially DUIs.

Some funds were raised through advertising, with sports (of course) having the favored "spots".  But most funds were raised through donations.

And If the TV and Radio stations are all local stations, we can keep them out from under the radar of the FCC, FTC, and most of those other alphabet agencies.

Broadcast TV is regulated by the FCC because of the (false) argument that broadcast utilizes a "scarce resource", that is radio bandwidth.

Cable/IP services do not fall under the (false) premise, since they are not scarce. By making our effort a "community service" style of station, rather than explicitly money making, avoiding the fed's entirely should be doable.
