Not sure that 'Bertha' would do much good against an atmospheric detonation.

My understanding is that the "Bertha" would release pellets in the path of the ICBM at a point where it is outside the atmosphere, prior to re-entry.

Of course, this solution (even if it worked) wouldn't work against atmospheric weapons ... like cruise missiles ... because it depends on low gravity to keep the pellets "seeded" in the missile's path.

Suicide teams are pretty much a waste once not much of anything is left.

On the contrary.  In the scenario imagined, a libertarian nation wouldn't have WMDs to respond to a WMD strike.  Even if it did, it's common knowledge that those responsible for ordering a strike are protected from in-kind retaliation.  Instead, a suicide team is used to retaliate against those responsible ... even if it has to wait until they come out of hiding.

Example: Before our President would order a nuke of ANY country ... even a 3rd World nation ... he's going to a secure location.  Just in case all the nuclear players (known & unknown) take the opportunity to "let fly".  Then he'll come out after the dust clears.

If the suicide teams are done correctly ... he (and any Congressional members who went along with it) ... could be assassinated in hiding.  Think of all the support personnel they'd need at the facility.  Even if not then, they could be assassinated after coming out of hiding.

Forget the "gentlemen's agreement" not to target leadership.  The message is: If you order an attack on our people, we'll kill YOU.  Not your military.  Not your civilians.  You.

We always target 'command and control'.
