Possible to create "wiki"web?

I know virtually nothing about the backend working of internet protocols, hell, I don't even know if that's the right terminology, but I wonder the following: Is it possible to create a web that links all devices with wireless ability together independent of commercial, now under FCC controlled internet? Sort of like ham radio, with the devices themselves acting also as repeaters. I think speeds would be quite slow, but is it possible? I realize my terms and understanding of the processes is screwed up. But do you get the gist?

I don't know anything about this, but thanks for working on it or at least looking into it rujack.  The shields are not going up fast enough and I suspect our little enterprise could be hit with a net-cutoff-switch censorship phaser any day.
