NH: Poll officials ordered to confiscate all cell phones?

Bedford town moderator Ryk Bullock is expressing concerns over some sort of law or rule handed down by the state. He says it would require poll operators to confiscate cell phones...something he's against.  The interview I conducted with him is marooned on a malfunctioning camera and thus will not air until I can make a fix.  This is just a preliminary report.  Meanwhile if you know more...post it here.
