HB 540 - an end to annual auto inspection can pass but only if YOU help
« on: April 07, 2011, 06:02:03 pm »

Hey folks,

If you have not been following this, some free staters, libertarians and conservatives got together and created a bill, http://www.nhliberty.org/bills/view/2011/HB540 , that replaces the annual NH automobile inspection with a biannual inspection.  It overwhelmingly passed the NH House.  However, the NH Senate is another story.  Without your help, it likely will not pass the NH Senate.  If you will in NH or know anyone that lives in NH, please continue reading.  Thank you.

I was at the NH Senate Transportation Committee hearing today.  Several State Reps spoke in favor of it.  Several State Reps spoke against it.  8 or so car repair shop owners spoke out against it.  Some government agents spoke out against it.  Only one person just representing themselves spoke in favor of the bill, just ONE personl.

At this rate, the bill will not be recommended ought to pass by the committee.  There is a chance it will pass, it just depends on how many regular folks contact the committee members between now and Thursday, 4-14, when the committee votes.  Additionally, even if it fails to get an ought to pass recommendation in committee, there is still a chance that it will pass in the full Senate if enough regular folks call their Senators.

Do you or does anyone you know live in NH?  Do you want to save HB 540?  If so, it is very important that people call the committee members and politely explain that they are in favor of this bill.
Here is how:

1. Send out a polite email to the list of folks saying you support HB 540.

james.rausch@leg.state.nh.us
dboutin1465@comcast.net
james.forsythe@leg.state.nh.us
molly.kelly@leg.state.nh.us
nancy.stiles@leg.state.nh.us

2. Politely call the folks below and tell them you support HB 540.  Feel free to give a reason.

Senator Jim Rausch (R-Derry) (Senate District 19) 271-8630
Senator David Boutin (R-Hooksett) (Senate District 16) 271-2709
Senator James Forsythe (R-Strafford) (Senate District 4) 271-3096
Senator Molly Kelly (D-Keene) (Senate District 10) 271-2166
Senator Nancy Stiles (R-Hampton) (Senate District 24) 271-6933

3.  If you just get a message, it is ok to look up their personal home numbers here and call them when you think they will be awake and NOT sleeping, http://www.gencourt.state.nh.us/senate/members/sencom.asp

4.  Pass this info on to anyone you know that lives in NH and likely agrees with you on this issue.

Replaces the one year inspection with ... a two year inspection.

Remind me again just why there are inspections at all? Is the death rate really any higher in states without such inspections?

There were 5 studies done on this issue.  Only one study showed that states with inspections are more safe.  However, it is the most recent study.

Thank you for posting this, reducing or eliminating the auto inspection requirement is a pet issue of mine. I have emailed the legislators.

Thank you.  However, if you even care about the issue at all, please call them.  Emailing is of little importance unless you are in a Senator's district or know the Senator.  Also, please ask your wife and anyone else that you think of to call them.  It is just 5 numbers and you have until Wednesday morning or so.  Heck, even just calling the first two, the Chairman and the Vice Chairman will help a lot.

I figured you would say that. No wife, and I am such a dork on the phone that I am not sure it will be helpful. But I will give it a try.

The phone numbers are typically just voice mails as people in the State House offices don't answer them except occasionally when they are in the offices.

I gave you all of the information needed to make the calls but like me present the info a different way.

This message is for Senator X.
I am X from X.
Please support HB 540, the biannual auto inspection bill because x.
Thank you.

I just wanted to remind people about this issue.  I cannot stress the important of making these phone calls enough.  The numbers are the State House so, if you call at night or even sometimes during the day, you just get an answering machine.  Please leave a nice, short message saying your name, what town/city you live in and that you support HB 540.  You can say other stuff if you would like.

Voting is still expected on Thursday.  If you live in NH, you still have time to call the Senators on the Transportation Committee.

I've left voice messages for all except Forsythe (voice mailbox full). Thanks for the friendly reminders.

It was voted 4-0 ITL in the Senate Committee.
The full Senate voted 19-5 in support of the ITL.

The NH Senate just isn't ready to pass a bill like this at this time.

Can't believe they ITLed it. They had bipartisan support to kill it?  Wow clearly the NH senate didn't get the message last Nov.
