It was voted 4-0 ITL in the Senate Committee. The full Senate voted 19-5 in support of the ITL.
The NH Senate just isn't ready to pass a bill like this at this time.
Can't believe they ITLed it. They had bipartisan support to kill it? Wow clearly the NH senate didn't get the message last Nov. There just isn't support for a bill like this in NH. When I was at the Senate Committee hearing, I was the only person to testify on the bill as a citizen and not a special interest group. If someone took the time to educate voters on this issue and then get those voters in touch with members of the NH Senate, change would likely happen.

A big disappointment, as this is one of the most annoying things about owning and registering a vehicle in NH. You basically have to get the states approval to operate something that you paid a good chunk of money for, or risk getting a piece of paper demanding even more money or having your vehicle stolen. God forbid if your poor or just barley making it as you most likely own a vehicle that will not meet their standards.
I really hope as a stepping stone that some action is taken to get ride of any of the inspection requirements that have nothing or very little to do with safety. For example rust (most vehicles since the late 90's are almost rust proof even in salt happy New England), the Emissions requirement needs to go as well. Also because of the new state's database it is almost impossible to get a 2nd honest opinion because once it has failed at one shop even the most questionable shop has to fail the vehicle because the other shop did.
Just as a point only 3 land areas known as states require annual inspections and emissions testing for all registered vehicles. Can you guess the other 2?

The emission's standard is about Federal Highway dollars. And the requirements are about property right and contract.

"No nation however powerful, any more than an individual, can be unjust with impunity. Sooner or later, public opinion, an instrument merely moral in the beginning, will find occasion physically to inflict its sentences on the unjust... The lesson is useful to the weak as well as the strong." --Thomas Jefferson to James Madison, 1804.
"It is the trade of lawyers to question everything, yield nothing, and talk by the hour." - Thomas Jefferson
"Laws that forbid the carrying of arms...disarm only those who are neither inclined nor determined to commit crimes...Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man."
Thomas Jefferson

I agree 100% Just as a point only 3 land areas known as states require annual inspections and emissions testing for all registered vehicles. Can you guess the other 2?
Last I checked, about 20 states required inspections - but maybe you are referring to the fact that many have certain exemptions, such as antique autos (although, I'd point out that NH has a few such exemptions, as well)

The NH Senate is much more hostile territory than the NH House. Of the 24-seat Senate, we have just 2-3 seriously pro-liberty Senators, and another small handful that are not terribly Statist. The rest -- including members from both major parties -- are Just Bad News. Big government solutions to all problems. But you know how you get to be an NH Senator...? Well, the best way is to run for, and (preferably) get elected to, the NH House for a term or two. And we have lots of people in the House .... so I expect the trend in the Senate will be a good one.
