Article on big places choosing not to become cities

This is an interesting article from yesterday's USA Today on many large areas (including much of what people think of as Las Vegas) which choose not to incorporate and become cities, and thereby remove one layer of government.  Seems to be a step in the right direction...

Hi W,

The link was excellent.

Every once in a while, someone from the various cities and areas of Hampton Roads, Virginia brings up the proposal to make then entire place into one big city.  

The proposal is shelved an hour later.  Hampton Roads, VA, thos several cities and communities from Virginia Beach to Williamsburg, is the largest metro area between Washington, DC and Atlanta.

Middle America knows about taxes and the new political class.  They do not want the former but do want the State to fill the void - without paying for it.

The real issue is smothering government with an overpaid payroll.

That article is important.
