Those would be natural rights. While a Right of Petition would be a legal right written within the docs.
And natural rights are really what the Bill of Rights is about. Procedural legal entitlements would be addressed through statute, not the overarching social contract - with probably some exception.
Several of those amendments are precisely about the legal procedure.
