Entering a lease in the winter

Do rents drop around November?  Sometimes landlords are motivated to get prospective tenants to sign.  When the cold season comes, do rental prices drop?

Rental prices tend to drop after September, actually, because the summer is moving season. However, supply also shrivels, so you may have less selection.
